A normal eye cannot see objects nearer than 25 cm because the eye cannot lower the focal length beyond a limit since ciliary muscles are maximumly strained, i.e., beyond that, they do not strain. This is due to the ciliary muscles of the eye being unable to contract past a certain point. If the thing is situated less than 25 cm from the eye, the object seems fuzzy because light rays from the object collide beyond the retina.
