The reactivity of halogens can be attributed to their electronegativity. Electronegativity decreases as we move down the group, thus reactivity of halogens also decreases as we move from top to bottom in a group. As the halogens move down the group ( At < I < Br < Cl < F), their reactivity decreases. This is because the size of the atomic radius increases as the level of electronic energy increases. The reduction in the attraction for other atoms' valence electrons lowers reactivity. There is less electron "pulling" as electronegativity declines down a group, which also contributes to this decrease.
