It is true that the Simon Commission arrived in India in 1928. It was a Statutory Commission that came into existence during the reign of the Tory government in Britain under the leadership of Sir John Simon. The Simon Commission was formed as a response to the nationalist movement and to look into the efficiency and functioning of the Indian constitutional system and recommend changes. The downside of the commission was that it had no Indian members. So when it arrived in India, the commission was met with the slogan “Go back, Simon.”
