The scattering of light is more pronounced when the size of the dust or gas particles is comparable to the wavelength of the light.
During sunrise, the sun is aligned with the horizon. So the light has to travel through the bigger portion of the earth’s atmosphere. Components of the white light of shorter wavelengths are scattered away. Only the red light of a larger wavelength enters the earth without scattering, and the sun appears red. While at noon, sunlight has to travel through the comparatively thin layer of the atmosphere, and scattering does not take place. So the sun appears white.
