To create communal harmony, Gandhiji supported the Khilafat movement. Mahatma Gandhi saw the need to start a bigger, more inclusive movement in India. He was, however, certain that such a movement could not be organised without first fostering better relations between Muslims and Hindus. He believed that joining the Khilafat issue with the Non-Cooperation Movement was one way to do this. Ottoman Turkey had been defeated in the First World War. There were rumours that a punitive peace agreement would be placed on the Ottoman emperor- the spiritual leader of the Islamic world (the Khalifa). A Khilafat Committee was established in Bombay in March 1919 to preserve the Khalifa's temporal authority.
