Filament:
The filament is the portion of the light bulb that produces light.
Any electric circuit works only if the circuit of the current flowing is completed and closed. The filament is heated up as the electricity is passed through it. Broken filament (incomplete circuit) prevents the currents from flowing further.  So to glow a bulb in the circuit filament of the bulb should not be broken.
Hence the correct statement would be, we cannot glow a bulb if the filament of the bulb is broken.
