Detailed Solution

It is false. India follows a federal system in which powers are divided between the centre and state governments by the Indian constitution. The constitution specifies the subjects under the union and state lists so that the centre and the state can make laws on their respective issues. And the centre has the final word on the subjects listed under the concurrent list if there is a difference between the states and the centre. Therefore the central government is more powerful than the state. So, it can be said that India has a federal system with unitary bias.
