(a) If the car starts to move suddenly, then due to its inertia of rest, the luggage kept on the roof tends to remain at rest, and hence the luggage may fall from the roof of the car.
(b) If the moving car suddenly stops, then due to its inertia of motion, the luggage on the car's roof tends to remain in motion and hence may fall from the car's roof.
If, however, the luggage kept on the roof of a car is tied, they cannot fall when the car starts suddenly or stops suddenly.
