Select the longest continuous chain from where will get the least number to the substituent.

Give the numbering in such a way that there should be the longest continuous chain present. the longest continuous chain would be of 5 carbon.

Apply  lowest locant rule

 We have to start numbering from that end from where the substituents will get the least numbering as per the lowest locant rule.
If we number from the left side then there is one Br at C−2 and 2 methyl at C−3 so the total will be 2+3+3=8
If we number from the right side then there are two methyl at C−3 and one Br at C−4 so the total will be 3+3+4=10
So we will start numbering from the left side as shown below:

Step 3:- Naming the carbon chain

As there is 'Br' group at C−2 position and 2 CH₃​ groups attached at C−3 position and longest chain  of 5 carbons.

So the IUPAC  name of the compound is 2-Bromo -3,3 -dimethyl pentane .
