Martial law was enacted, and General Dyer assumed leadership due to increased violent clashes due to the Rowlatt Act. On April 13, 1919, a large crowd assembled at Jallianwalla Bagh. Some people showed up in protest of the government's recent harsh actions. Others had travelled to take part in the annual Baisakhi fair. Many villagers were outside the city and unaware that martial law had been enacted. Hundreds of people were killed when Dyer entered the area, closed off the exits, and started shooting at the gathering.
