Jinnah wanted proportional representation in Punjab and Bengal. The relationship between the Muslim League and the Congress became increasingly strained after the Non-Cooperation, and the Khilafat movement ended. The Muslims felt increasingly sidelined by the Congress, aligning themselves more with Hindu nationalist groups like the Hindu Maha Sabha. Then the Muslim League demanded separate electorates and reserved seats for Muslims to ensure their safety in the political sense. Jinnah was, however, willing to give up the demand for separate electorates on two conditions: reservation in the Central Assembly and Punjab and Bengal.
