Detailed Solution

Khalifa was the Turkish Sultan.
The Ottoman Empire was destroyed by the British during the First World War. The Sultan of Turkey lost all authority. Muslims looked up to the Khalifa as their spiritual leader. Any deterioration in the caliph's status was regarded to have an impact on Muslim sentiment. As a result, the Khilafat movement was started by the Muslim population in India. Indian Muslims joined forces with the Indian nationalist movement in the years after World War I to form the Khilafat movement (1919-1924). Its purpose was to exert pressure on the British government to continue recognising the Ottoman Sultan as the Khalifa of Islam after the war.
