Large towns under the Cholas formed a separate unit called Taniyur. It refers to a community or autonomous body with significant functional autonomy. Taniyur was the name of a large settlement that was normally treated as a single entity. The village was considered the administrative unit. However, the administration of the village operated in a very different manner. Chola representatives acted as observers and counsellors rather than authorities in village affairs. At the time, the Cholas believed each village should have its own administration, so a village assembly was formed.
