  • In the year 1822 Holt Mackenzie introduced Mahalwari system in North Western province. 
  • Holt Mackenzie realised that the village is an important social institution and it is to be preserved. 
  • For this reason the collectors went from one village to another. They collected the details of the land, check the quality, rights of different groups.
  •  After that they calculated the revenue and give the charge of collecting the revenue to the village headman. This is known as Mahalwari system.
