Gandhi stated that the movement for cooperation should take place in stages. First, British rule in India would collapse in a year if Indians declined to cooperate, and swaraj would then take over. Second, the government-awarded titles should be rejected, and the troops, police, courts, legislative councils, educational facilities, and imports should all be boycotted. Third, a prominent civil disobedience campaign would be started if the government utilised repression. Mahatma Gandhi and Shaukat Ali travelled widely throughout the summer of 1920, seeking the public's support for the cause. However, the proposals worried a lot of members of Congress they were hesitant to withdraw from the November 1920 council elections.
