Mahatma Gandhi visited Champaran in Bihar in 1916 to encourage the peasants to fight against the oppressive plantation system. In 1916, Gandhi spent a significant amount of time in Champaran. He wanted peasants to have security and farmers to be able to plant whatever crops they wanted. Unfortunately, the British used this strategy, ordering peasants to grow indigo on three of every twenty acres of their property. In support of their cause, Gandhi launched the Champaran Satyagraha. Then W. Maude, Member of the Executive Council of the Government of Bihar and Orissa, submitted the "Champaran Agrarian Bill," which "included almost all ideas made by the Gandhi Mission, and it became the Champaran Agrarian Law 1918: Bihar and Orissa Act I."
