Make the scales balance by adding the numbers on both sides.

                  

The right side of the balance has a bigger number than the left side of the balance, so, we must add the smallest number to the right side and the biggest number to the left side.

So, we must add 6 to the left and 2 to the right 

The scale will be balanced because 6+16=22 and 2+20=22
