Manual scavenging is the act of removing human and animal waste/excreta from dry latrines and carrying it on the head to disposal grounds some distance away using brooms, tin plates, and baskets. It is a manual scavenger who is responsible for moving this garbage. Women and young girls from the Dalit community typically perform this task. Manual scavengers are subjected to inhumane working conditions and significant health risks. For the task they do, they are paid relatively little. They face prejudice and are viewed as untouchable. The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act forbids the construction of dry latrines as well as the hiring of manual scavengers. The regulation was passed in 1993.
