3)      Subjects such as computer software which are not a part of all three lists fall under the category of Residuary subjects. The power to make laws on Residuary subjects rests with the Union government.
4)      Education comes under the Concurrent list. The Concurrent List comprises the subjects holding the Union as well as State interests. The laws on such subjects can be made by both the Union and the State governments.
