The Indian Forest Act was formulated by Brandis in 1865.The act was amended in 1878. This 1878 Act divided forests into three categories namely reserved, protected and village forests. The best forests were classified as ‘reserved forests’. The villagers were forbidden from taking anything from these forests, not even for personal use. Their traditional practices like cutting wood for their use, grazing cattle, collecting fruits, hunting and fishing now became illegal. They had been using forests for their basic needs since ages. But they were ripped off their traditional rights. For house building or fuel, they were allowed to take wood from protected or village forests. Hence in many parts of the country there were rebellions against such exploitative policies.One such rebellion was carried out by Alluri Sita Ram Raju in Andhra Pradesh, Gunda Dhur of Dhurwa tribe from village of Nethanar in Bastar, Samin and Kalangs in Java etc.
