Cell wall is freely permeable to micromolecules, therefore cannot regulate the movement of micromolecules inside or outside the cell. Cell wall provides barrier to undesirable macromolecules.
Cell membrane and tonoplast are differentially- or selectively permeable in nature, therefore can regulate movement of substances inside or outside the cell.
