The Durgapur steel plant was created in collaboration with Britain, the Rourkela steel plant was started in cooperation with Germany, and Bhilai Steel Plant was launched in cooperation with Russia. Hindustan Steel Limited (HSL), founded on January 19, 1954, is descended from SAIL. Initially, HSL was only supposed to manage one plant that arrived in Rourkela. The initial planning for the Bhilai and Durgapur Steel Plants was by the Iron and Steel Ministry.
