The Ryotwari System was a revenue collection system introduced by Sir Thomas Munro. In the Ryotwari System, the British made direct contracts with the farmers. Munro found previous systems for revenue collection were not very effective. The idea was that government authorities would collect land tax from each peasant directly. For this reason, all holdings were measured and analysed based on crop potential and existing cultivation. Two of the system's advantages were eliminating intermediaries and assessing the tax on property that was cultivated rather than just occupied. However, these advantages were outweighed by the costs of comprehensive measurement and individual data collection.
