Napoleon, the Emperor of France, brought changes  to the administration.
Napoleon became the ruler of France by removing the monarchy. Then he initiated many reforms in the administrative system. Moreover, Napoleon brought about improvements for peasants, artisans, workers, and business people so they could freely enjoy newly established companies. In addition, he abolished the feudal system and strengthened the transportation and communication systems. Furthermore, Napoleon centralised the government, firmly placing the national government in charge. Thus merit rather than rank determined who advanced in the military and civil services. Finally, Napoleon made the most significant changes to the French legal system with the Napoleonic Code, which served as the cornerstone of French civil law. This code of 1804 was applied to all regions under Napoleon's control.
