Non-Brahmins decided not to join the Non-Cooperation group, and they did not boycott elections, which supported the interests of the Justice Party. During the Non-Cooperation Movement, thousands of students left government-run institutions and colleges; headmasters and academics resigned, and lawyers ceased practising law. Council elections were similarly boycotted in most provinces, with the exception of Madras, where the Justice Group, a non-Brahmin group, considered that entry to the council was one means to gain power that was typically only available to Brahmins.
