French institutions and society before 1789 are typically called the "old Regime."
During the previous administration, France was a monarchy. Under the system, everyone belonged to an estate and a province and was a subject of the King of France. Under Old Regime France, the monarch was not permitted to impose taxes purely at his discretion. Instead, he needed to call a meeting of the Estates-General so they could vote on his new tax proposals. Members of the three estates were sent to a governmental body called the Estates-General. The Second Estate (nobility), the Third Estate (clergy), and the First Estate (commoners) constituted the Estates-General. However, in eighteenth-century French society, only members of the third estate paid taxes.
