On 27 February, a lockout took place at a factory on the right bank. It resulted in a strike by the workers. The right bank of the river Neva had the workers' quarters and factories. The fashionable areas, the Winter Palace, official buildings, and the palace where the Duma met were all on the left bank. There was a significant food scarcity in the workers' quarters in February 1917. Workers went on strike at other factories, with women leading the way. It became to be known as International Women's Day. Workers eventually crossed the river and protested by encircling the government buildings.
