The decision to elect an all-German National Assembly was made by many political groupings representing the many German regions in Frankfurt. Their members were middle-class professionals, businessmen, and affluent artisans. Eight hundred thirty-one elected MPs arrived in the Frankfurt parliament, which was seated in the Church of St. Paul, on May 18, 1848, in a festive march. They drafted a constitution for Germany, a nation with a monarchy that a parliament would rule. Friedrich Wilhelm IV, King of Prussia, was allowed to accept the crown under these conditions, but he declined and joined other kings opposing the elected parliament. The military and nobility intensified their opposition, and the social foundation of parliament deteriorated.
