On 18th May 1848, the Frankfurt Parliament was convened at St. Paul's Church. The constitution of the Frankfurt parliament was drafted on 18th May 1848. The confederation Diet called the national parliament to assemble in Frankfurt. This constitution was drafted under the pressure of revolutionary uproar. The Frankfurt Assembly was formed to create a united German state. The parliament adopted a federal constitution of the German states. The constitution included a charter of fundamental rights and a democratic government but in the form of a constitutional monarchy. King Frederick William IV of Prussia came to be known as the head of the state as "Emperor of the Germans," but he rejected this position.
