On 31st  January, 1930 Gandhi sent a letter to Viceroy Irwin stating eleven demands. The discontent at many colonial policies, most notably the salt law policy, was expressed by Gandhi in his 11 demands that he wrote to the Viceroy of India at that time, Lord Irwin. It was like an ultimatum; if these demands were not accepted, he would initiate the Civil Disobedience Movement, which would be more extreme than the Non-Cooperation Movement. Irwin refused to negotiate. This led to the famous Dandi March, and Gandhi initiated the Civil Disobedience Movement.
