On January 31st, 1930, Gandhiji sent a letter to Viceroy Irvin stating eleven demands.
The essential among Gandhiji's eleven demands were the reduction of land revenue and the abolition of the salt tax. The Great Depression of 1929 destabilised the world's economy. Consequently, in India, too, people were facing soaring prices because of famine and drought. Salt is a common food item used by everyone, whether rich or poor. Gandhiji defied British policy by making salt from salt water. The Civil Disobedience movement started with breaking the salt law, and particular stress was laid on the boycott of foreign goods and picketing liquor shops.
