For children of age up to 14 years, our constitution has a provision that the state would provide universal, free education. Our central government started a Sarva Shiksha Abhiyan project to provide elementary education to all children under the age group of 6 to 14 years by 2010. This project emphasises girls’ education. They provide special schools like Navodaya Vidyala, which are established for the children in each district. They also develop vocational streams which provide high school students with occupational skills. The Mid-day meal scheme has been implemented to cheer the children's attendance and improve their nutritional status. In the tenth plan, they focus on increasing the enrollment in higher education for the 18 to 23 years age group from 6% to 9% by the end of the plan period.
