Cornwallis introduced permanent settlements in 1793 in Bengal, Bihar, and the Orissa region of India. John Shore planned this settlement. It was declared for permanent settlement that rajas, zamindars, and talukdars were the land owners. The Britishers fixed the share of the amount received from the land, much as they fixed the collection of revenue of 10/11th and allowed the zamindars to keep 1/11th for their share. Zamindars were free to select the rent for farmers or peasants.
