Permanent settlement was introduced by Cornwallis.
Cornwallis introduced permanent settlement in 1793 in India's Bengal, Bihar, and Orissa regions. This settlement was planned by John shore. It was declared for permanent settlement that raja, zamindars and talukdars were the land owners. The Britishers fixed the share of the amount received from the land like Britishers fixed the collection of revenue of 10/11th  and allowed the zamindars to keep 1/11th for their share of zamindars were free to fix the rent for farmers or peasants.
