Let the capacity of the tank be x litres. Quantity of water filled by pipe A in one minute =x60 litres 

quantity of water filled by pipe B in one minute =x90 litres.

Since the full tank gets emptied by three pipes A, B and C in one hour,

so the quantity of water emptied by three pipes in one minute =x60 litres.

Given that pipe C drains out 16 litres of water in oneminute,

16x60+x90=x60x60+x60+x90=163x+3x+2x180=168x180=16x=360.
