Police, trade, commerce, agriculture and irrigation are subjects under the State List. Federalism in India means all the powers are divided between the centre and the states. This division is provided by the three lists mentioned in the Constitution. The Union List presents subjects upon which the centre has the power to make laws. The State List states the subjects over which the states have power and control. In these matters, the state takes decisions and makes laws, except for the police of the National Capital Territory of Delhi, which is in the control of the centre no matter what party holds power there. The Concurrent List mentions subjects where both the centre and the states can make laws, like marriage, education, forests, etc.
