Prevention of atrocities act was enacted in 1989.
This act was due to requests made by Dalits and others that public officials should take seriously the mistreatment and humiliation of Dalits and the ancestral gatherings they face from a general point of view. Although such treatment had long been tolerated, it had gained a foothold in the late 1970s and 1980s. During this time, in the southern parts of India, a large number of Dalits appeared who were self-confident and proclaimed their rights—they would not play their role in the positions they had set for themselves and wanted to be treated equally; like Rathnam, they would not follow the shameful exercises and double performance of the Dalits. The Dalit masses called for new regulations to account for the various forms of cruelty against Dalits and recommended strict discipline to those who enjoyed it. This Act describes multiple types of crimes and punishments for the same.
