Primary education was neglected during the British period.
The British rule encouraged modern education in India to a limit, and that too for its own sake. They just wanted educated Indians to interpret their decisions to the general Indian public and wanted to understand India and its people and customs. There was a massive demand for administrative roles in the East India Company, and it was less costly for them to employ Indians who knew English than British Englishmen. So, they set up some English schools to provide western education to illiterate Indians, but the literacy rate was meager. During British rule, in 1911, the illiteracy rate was 94%. Moreover, British rule didn't give attention to women's education as they didn't want to change the orthodox Indian society and didn't consider women appropriate for clerical jobs. There was no emphasis on primary education at that time. The Britishers in India promoted neither scientific nor technical education. They just wanted some Indian interpreters and thus, imparted only western education accordingly.
