If secreted in active form, the enzymes would destroy the cells synthesizing them. Activation occurs only after they are released into the lumen of the gut. ATP is needed for the synthesis of proenzyme but not for its  activation. The proenzyme is longer than the active enzyme and has extra sequence of amino acids which is subsequently cleaved to yield the active form.
