Detailed Solution

We all know that the water from oceans and other water bodies changes into vapour due to an increase in temperature and goes high in the sky, this process is popularly known as evaporation. Now these water vapours after reaching there become congregate and form a cloud
Another method is condensation, water vapour in saturated air is normally attracted to condensation nuclei such as salt particles that are small enough to be held by normal circulation of the air. If the condensation  process occurs below the freezing level in the troposphere, the nuclei help transform the vapour into very small water droplets. Therefore, the clouds  are formed just above the freezing level.
