The upper chamber of India's bicameral Parliament is known as the Rajya Sabha or Council of States by its constitution. It has 245 members as of 2021, 233 of whom are elected by state and territorial legislatures using single transferable votes in open elections. The president may also appoint 12 members for their contributions to the arts, literature, sciences, and social services. Article 80 of the Indian Constitution states that the Rajya Sabha can hold a maximum of 250 members (238 elected, 12 appointed). Members serve staggered six-year terms; every even-numbered year, nearly a third of the 233 designates are up for election.
