The Constitution of 1791 vested the power to make laws in the National Assembly, and the election process was indirect.
The first-ever French legislative elections were held in September of 1791 and were conducted based on the voting guidelines of the Constitution of 1791. The citizens voted for a group of candidates and would further elect the Assembly. The citizens with the right to vote were all tax-paying men above 25. Women were not allowed to vote whatsoever. Men given voting rights were called active citizens, and men below 25 and all women were called passive citizens. As a result of this constitution, France became a constitutional monarchy, and the king's power was reduced extensively.
