The first-ever French legislative elections were held in September of 1791 and were conducted based on the voting guidelines of the Constitution of 1791. The citizens voted for a group of candidates and would further elect the Assembly. The citizens with the right to vote were all tax-paying men above 25. Women were not allowed to vote whatsoever. Men given voting rights were called active citizens, and men below 25 and all women were called passive citizens.
