Detailed Solution

Zimbabwe justifies the example that 'Popular governments can be undemocratic.'
Zimbabwe has been ruled by ZANU-PF, the liberation movement's leading party, since its independence in 1980. ZANU-PF has consistently won elections that have been conducted regularly. As a result, President Robert Mugabe is popular, although he used unequal tactics to keep his rule. These included amending the Constitution multiple times to strengthen the President's powers and reduce his accountability. Moreover, the government harassed workers from the opposition party, disrupting their meetings, and public protests against the government were also ruled unlawful. Thus the right to criticise the President was restricted by law. In addition, government-controlled television and radio broadcast only the ruling party's version of events.
