Repulsion is the sure test of charging than attraction. Why ?

If a positively charged body is brought near a negatively charged body or uncharged body there exists a force of attraction. So attraction is due to oppositely charged body or uncharged body.
But there exists a force of repulsion only when a positively charged body is brought near a positively charged body . Thus repulsion is sure test of electrification.
