Residuary powers come under the central government. There are three lists by which this division of powers is maintained. The lists are the Union list which looks into matters of subjects that come under the jurisdiction of the centre; the State list, which has subjects coming under the jurisdiction of the state; and the Concurrent list. Common subjects on which both the centre and the state can make laws come under this list. Those subjects which are not mentioned in any of these three lists are called Residuary subjects, and they come under the jurisdiction of the central government. The Union makes laws on such subjects.
