The 73rd Amendment Act of 1992 mandates that rural local bodies be organised into a three-tier system, with the Gram Sabha serving as the base in villages and panchayats being formed at the intermediate block and district levels above it- even though the term "Panchayati Raj" generally refers to the system of local self-government. The Panchayati Raj system was first created in Nagaur, Rajasthan, on October 2, 1959. The Constitution (73rd Amendment) Act of 1992 became India's epitome of power sharing.
