Sabha was an assembly of Brahmin landowners.
The inscriptions of the southern rulers like Pallavas and Chalukya mention several local assemblies in the form of Sabha. These Sabhas had a group of people who used to assemble, and these groups were especially from the community of Brahmin landowners. These landowners function in the form of an assembly through various sub-committees. Each sub-committee had different roles and responsibilities to play. During the 6th century CE, the sub-committees had responsibilities in fields like irrigation, local temples, making roads, agricultural operations, etc., which were taken up in a case-by-case manner. In this way, the local administration was able to function effectively.
