The Safai Karamchari Andolan, together with seven scavengers and 13 other organisations and people, submitted a PIL to the Supreme Court in 2003. The petitioners expressed their displeasure that manual scavenging was still practised by government entities like the railways. The petitioners demanded that their Fundamental Rights be upheld. The court noted that since the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act of 1993 was made a law, there have been more manual scavengers in India. It gave all union government departments and ministries as well as state governments six months to verify the information. If manual scavenging was shown to exist, the government agency must immediately begin a time-limited programme for their release and rehabilitation.
