Detailed Solution

Sardinia Piedmont was headed by King Victor Emmanuel II from 1849 to 17th March 1861. He became the first King of unified Italy and held this position till his death in 1878. He insisted on keeping his dynastic designation of Victor Emanuel II rather than Victor Emanuel I of Italy.
In a ceremony held at Versailles in January 1871, Kaiser William I was formally recognised as the German Emperor. He served as the nation's first head of state. The unification of Germany is credited to Otto Von Bismarck. The new appointee Otto Von Bismarck, Prime Minister Of Prussia, had turned the table of the political situation in favour of Prussia.
