Sedition means stirring up rebellion. It means behaviour or speech that stirs up opposition to a state's or a monarch's rule. This is true of everything that the government might interpret as inciting disobedience or insurrection. In some situations, the government may arrest people without solid proof. The British had a fairly liberal definition of what constituted sedition under the Sedition Act of 1870, which allowed them to imprison and arrest anyone they wished. The nationalists believed that this law was arbitrary because people were detained for a variety of reasons that were rarely explained in advance and because those detained were frequently held without being given a chance to defend themselves.
